CANBY UTILITY WELCOMES NEW GENERAL MANAGER
Canby Utility’s Board of Directors is pleased to announce the appointment of Kari Duncan as the utility’s new General Manager, effective October 28.
Duncan brings 25 years of experience in public utility management and operations. Since 2021, she has served as General Manager of the Rockwood Water People’s Utility District, overseeing water service for more than 66,000 residents in North Gresham, East Portland, and Fairview, Oregon.
Her career also includes leadership and operations roles with the City of Lake Oswego/Lake Oswego Tigard Water Partnership and the Eugene Water & Electric Board. She has managed and participated in project delivery teams for significant water supply programs, including the $165 million Rockwood and Gresham Cascade Groundwater Alliance Supply Program and the $250 million Lake Oswego-Tigard Water Partnership Supply Program.
Duncan holds a Master of Public Administration in Public Policy and Administration from the University of Oregon and a Bachelor of Arts in Biology and Environmental Science from Willamette University. She is also a licensed Water Treatment 4 and Water Distribution 3 Operator in Oregon.
In addition to her professional expertise, Duncan has served on numerous industry and leadership organizations. She served on the Oregon City/County Management Association’s Leadership Committee for the Oregon Women’s Leadership Academy, a past Chair of the Oregon Water Utility Council, a former Association Director of the American Water Works Association. Duncan currently serves on both the Special Districts Association of Oregon’s Water Committee and the Governor’s Oregon Infrastructure Finance Authority Board.
